Ensure the rights of all individuals and groups to freely protest over
issues relating to their rights to water and sanitation without fear of harassment or
arrest, and guarantee their safety and protection in law and in practice;
(s)
Ratify the Optional Protocol to the International Covenant on Economic,
Social and Cultural Rights, allowing complaints to be submitted to the Committee on
Economic, Social and Cultural Rights by or on behalf of individuals or groups of
individuals under the jurisdiction of Mexico who claim to be victims of a violation of
the human rights to water and sanitation.

The Special Rapporteur recommends that the Governments of Mexico and
neighbouring countries enhance existing cooperative relationships in the area of water
and sanitation, including by sharing good practice and technical assistance.
