CRPD/C/GC/4 regulation, monitoring, oversight, enforcement and the adoption of policies to frame how business enterprises can have an impact on the effective enjoyment and exercise of rights by persons with disabilities. Educational institutions, including private educational institutions and enterprises, should not charge additional fees for integrating accessibility and/or reasonable accommodation. 21

Summary: This CRPD General Comment details how education systems for persons with disabilities must comprise four interrelated features: availability, accessibility, acceptability and adaptability. It makes recommendations on the specific areas where resources should be allocated, and references Article 4 (2) that requires States parties to take measures to the maximum of their available resources regarding economic, social and cultural rights to progressively realize these rights.
