- 55 -  there is a violation of Article E read in conjunction with Article 13§1 because of a lack of medical assistance for migrant Roma lawfully resident or working regularly in France for more than three months;  there is a violation of Article 13§4 because of a lack of medical assistance for migrant Roma lawfully resident or working regularly in France for less than three months;  there is no violation of Article 13§4 concerning migrant Roma not residing lawfully or not working regularly in France with regard to emergency medical assistance.
