Summary: This report describes extreme poverty as a violation of human rights and details the obligations of the state to address this violation. It focuses on the importance of ODA toward realizing the right to development and reducing the negative effects of extreme poverty. The phrase “to the maximum of its available resources” is intended to refer to both the resources existing within a State and those available from the international community through international cooperation and assistance.
