Summary: The Special Rapporteur reports on her mission to India from 11 to 22 April 2016. The main objective of the visit was to examine the housing and homeless conditions of vulnerable groups in different parts of the country, as well as legislation, policies and programmes in place and gaps in the enjoyment of the right to adequate housing. India ratified the International Covenant on ESCR in 1979, taking on the obligation to progressively realize the rights contained in the covenant according to the maximum available resources. With regard to the right to housing, the Government must consider investing more in alternative housing policies that better suit those who have scarce or no resources: people who are homeless, living on pavements and informal settlements and those who face traditional practices of exclusion and discrimination, as well as members of the growing middle-class in urban areas who are not able to access affordable rentals. In addition, the economy of India is and will continue expanding, which suggests that it will continue to have the necessary resources to implement the right to adequate housing across the country.
