Advance global mental health in all monitoring activities of the
Sustainable Development Goals, including high-level political forums.
95.
To ensure that health-care services guarantee the right to mental health for all,
States should:
(a)
Ensure that users are involved in the design, implementation, delivery
and evaluation of mental health services, systems and policies;
(b)
Stop directing investment to institutional care and redirect it to
community-based services;
(c)
Invest in psychosocial services, that are integrated into primary care and
community services to empower users and respect their autonomy;
(d)
models;
Scale up investment in alternative mental health services and support
(e)
Develop a basic package of appropriate, acceptable (including culturally)
and high-quality psychosocial interventions as a core component of universal health
coverage;
(f)
Take targeted, concrete measures to radically reduce medical coercion
and facilitate the move towards an end to all forced psychiatric treatment and
confinement;
(g)
Seek technical assistance from the WHO QualityRights initiative to
assess and improve the quality of mental health care.
