Concluding observations on the fourth periodic report of the
Dominican Republic*

The Committee on Economic, Social and Cultural Rights considered the fourth
periodic report of the Dominican Republic (E/C.12/DOM/4) at its 63rd and 64th meetings
(E/C.12/2016/SR.63 and SR.64), held on 27 and 28 September 2016. At its 79th meeting,
held on 7 October 2016, the Committee adopted the following concluding observations.
A.
Introduction
2.
The Committee welcomes the submission of the fourth periodic report of the
Dominican Republic and the State party’s written replies to the list of issues
(E/C.12/DOM/Q/4/Add.1). The Committee wishes to express its appreciation for the open
and constructive dialogue held with the high-level delegation of the State party.
B.
Positive aspects
3.
The Committee welcomes the State party’s ratification of, or accession to, the
following international instruments:
(a)
The Convention against Torture and Other Cruel, Inhuman or Degrading
Treatment or Punishment, on 24 January 2012;
(b)
The Second Optional Protocol to the International Covenant on Civil and
Political Rights, aiming at the abolition of the death penalty, on 21 September 2016;
(c)
The Optional Protocol to the Convention on the Rights of the Child on the
involvement of children in armed conflict, on 14 October 2016.

The Committee welcomes the adoption of:
(a)
Act No. 5-13 on disability of 8 January 2013;
(b)

on
the
National
Development
Strategy
Act No. 135-11 on HIV/AIDS of 10 May 2011;
