Summary: Series of essays providing detailed accounts of ESCR jurisprudence and history. Suggests that the UDHR reference to the "organization and resources of each State" meant to convey the idea that States may choose between systems that rely largely on centralized planning by the State and systems that recognize a greater role to the market, and that it acknowledges that states have limited resources and that their ability to guarantee ESCR depends on the degree of development achieved. Part III addresses compliance with the question of progressive realization. Discusses Limburg Principles on the Implementation of ICESCR and concept of "core content" of rights as State's baseline obligation. Describes five approaches to assessing MAR: focusing on violations, public budget analysis, state achievement possibilities, causality analysis, and diagnostic monitoring.
