Report of the Special Rapporteur on the human right
to safe drinking water and sanitation on his mission to
Botswana
Note by the Secretariat
The Secretariat has the honour to transmit to the Human Rights Council the report of
the Special Rapporteur on the human right to safe drinking water and sanitation, Léo
Heller, on his mission to Botswana from 9 to 17 November 2015.
Botswana has made impressive progress in development mainly in urban areas, but
there are striking inequalities in access to water and sanitation in rural and remote areas,
resettlements and poor urban settlements. People living in transition from nomadic to
settled life and women and girls suffer the lack of access to water and sanitation
disproportionately.
The Government of Botswana should take the extreme drought experienced in 2011
as a learning opportunity to develop a comprehensive strategy to provide uninterrupted
access to safe drinking water and sanitation in the foreseen increasing water stress. At the
same time, the Government must continue to invest in sanitation and water services to
guarantee affordable services for the poor and for marginalized groups.
