The Committee on Economic, Social and Cultural Rights considered the third periodic report of the State party on the implementation of the International Covenant on Economic, Social and Cultural Rights (E/C.12/ARG/3) at its 44th to 46th meetings, held on 23 and 24 November 2011 (E/C.12/2011/SR.44-46), and adopted, at its 59th meeting, held on 2 December 2011, the following concluding observations. A. Introduction 2. The Committee welcomes the submission of the third report of the State party but regrets, however, that it was submitted with a delay of eight years. It also acknowledges the submission of the comprehensive written replies to the list of issues (E/C.12/ARG/Q/3/Add.1) on 14 November 2011, although their late submission made their translation into the working languages of the Committee impossible before the dialogue with the State party. 3. The Committee appreciates the constructive dialogue held with the State party, which was represented by a high-level delegation that included representatives from relevant ministries. B. Positive aspects 4. The Committee welcomes the ratification by the State party of the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights on 24 October 2011.
