Summary: This CRC General Comment outlines States parties’ obligations to develop what it has termed “general measures of implementation”. The general comment begins with the entire text of Article 4 in quotes, and continues with a systematic assessment of the meaning and application of the maximum available resources norm, putting it in the context of the Rights of the Child. It then highlights the need to pay much attention to the identification and analysis of resources for children in national and other budgets. No State can tell whether it is fulfilling children’s economic, social and cultural rights “to the maximum extent of ... available resources”, as it is required to do under article 4, unless it can identify the proportion of national and other budgets allocated to the social sector and, within that, to children, both directly and indirectly.
