The Committee on Economic, Social and Cultural Rights considered the fourth periodic report of the Russian Federation on the implementation of the International Covenant on Economic, Social and Cultural Rights (see E/C.12/4/Add.10) at its 41st to 43rd meetings, held on 17 and 18 November 2003 (see E/C.12/2003/SR.41-43), and adopted, at its 56th meeting, held on 28 November 2003 (see E/C.12/2003/SR.56), the following concluding observations. A. Introduction 2. The Committee welcomes the submission of the fourth periodic report of the State party, which was prepared in general conformity with the Committee’s guidelines. It also appreciates the comprehensive written replies to the list of issues as well as the additional written information provided during the dialogue. 3. Summary: In their Concluding Observations of the Russian Federation, the CESCR recommends the State party take measures to promote gender equality, the integration of persons with disabilities, and the rights to work, social security, housing, food and health, among others. On resources, the Committee generally recommends the State party increase allocations for these rights, and ensure that the increase in available funds in the State budget is also used to promote an adequate standard of living for all, including through a comprehensive national strategy to combat poverty.
