The Committee invites the State party to submit a core document in accordance with the harmonized guidelines on reporting under the international human rights treaties (HRI/MC/2006/3). 42. Summary: In their Concluding Observations of Togo, the CESCR provides recommendations to the State party to take measures to address corruption and poverty, and to promote nondiscrimination, gender equality, and the range of ESCR. On resources, the Committee urges the State party to increase to the extent possible the budgets allocated to social sectors such as housing, food, health and education and to the Ministry of Human Rights, in keeping with its obligation to make the most of its available resources, in particular by making use of the resources freed up by debt relief operations. The Committee draws the attention of the State party to its general comment No. 3 (1990) on the nature of States parties’ obligations.
