Special Rapporteur on the human right to safe drinking water and sanitation

Summary: The Special Rapporteur visited Portugal from 5 to 13 December 2016. The purpose of the visit was to examine the progress made and identify remaining challenges in ensuring the full realization of the human rights to water and sanitation in the country. The human rights to water and sanitation must be realized progressively, using the maximum available resources. That means that Portugal needs to make specific budget allocations for water, sanitation and hygiene, including menstrual hygiene management. The Special Rapporteur recommends that Portugal conduct a study to analyse its own situation, particularly to assess whether the country is investing its maximum available resources to progressively realize the human rights to water and sanitation, without discrimination.
