Summary: This report presents the findings and recommendations of the Special Rapporteur from his country visit to Guatemala from 3 to 5 September 2009, to assess the implementation of previous recommendations. In order to provide the 8% annual increase in funding needed to progressively realize the right to food, the Special Rapporteur recommends that Guatemala apply budget analysis to ensure that scarce resources are used efficiently, and advance tax reform to increase the income tax for the highest revenue earners.
