Concluding observations of the Committee on Economic, Social and Cultural Rights
CAMBODIA

The Committee on Economic, Social and Cultural Rights considered the combined initial
and second to fourth periodic reports of Cambodia on the implementation of the International
Covenant on Economic, Social and Cultural Rights (E/C.12/KHM/1) at its 11th to 13th meetings
(E/C.12/2009/SR.11-13), held on 11 and 12 May 2009, and adopted, at its 26th meeting, held on
20 May, the following concluding observations.
A. Introduction

The Committee welcomes the submission of the combined initial and second to fourth
periodic report of the State party, but regrets the 14-year delay in its submission. The Committee
also welcomes the written replies to its list of issues (E/C.12/KHM/Q/1), but regrets that some of
its questions have remained unanswered.

The Committee appreciates the opportunity to hold a dialogue with representatives of the
State party and the answers to the questions raised by the Committee. The Committee regrets the
absence of experts from the State party and that the information provided was in some cases not
sufficiently detailed to enable the Committee’s fuller assessment of the level of enjoyment of the
rights provided for in the Covenant in the State party.
